Abandoned car on pavement blocking dropped curb

This car has been here for a week and not moved. I reported it and a fixed penalty notice has been put on the windscreen but as a mobility scooter user, this is the only route with a dropped curb that enables me to take my son to school.

I currently have to ride with my son on a busy main road and it is very dangerous. I suffer SEVERE anxiety amongst other health conditions and this is causing me to have several panic attacks and I am finding.myself increasingly not going out ( because I can't get past) on my own.
