After rain or snow a large pool of water accumulates at this corner of Penrith Dr. Because it's the lowest point of Penrith Dr the water has nowhere to go. It's been bad for a very long time. last winter it turned to ice and was dangerous for cars & pedestrians. GCC have worked on it in the past. When it's dry & you look down the gully it appears clear - there's no obvious blockage. The blockage may be further down.
