Sent to Halton Borough Council less than a minute later. FixMyStreet ref: 5155458.

Bins are NOT ALLOWED to be left out all year 24 7 Scruffy, smelly, health hazard, inconvenient , blocking access. 9 months ago this was reported and they are still there
