Parking on grass verge/double parking entering close

Upon entering the close people from other streets/and our close are double parking on grass verges. A resident of Parlington close uses the entrance of the street and his drive as a builders yard. The large trailer is there 99% of the time. This morning several vehicles were double parked and myself and other neighbours could not get out of our own close
