Water meter and access to mains stopcock tarmaced over

Sent to Hampshire County Council less than a minute later. FixMyStreet ref: 5147550.
The pathway on front of our row of terraced houses has been tarmac'd over and all water meter access points covered. Meaning we are now subjected to estimated water bills and have no way to turn off our water in an emergency. This has been left like this since all pavements in our area were resurfaced at the beginning of the year. It is not acceptable to have it left like this.

Almost a year on and still having to recieve estimated water bills. No way to access the mains to turn off in an emergency. Have had contact from the council and the firm involved in doing the footpath. But no resolution to the problem.
