Drain blocked and causing flooding to road

The drain must be blocked or broken as it floods after the smallest downpour so with the continuous heavy rain over the last few days its become really bad. I found roots growing up my downpipe from the drain leading up to my downpipe so i wonder if the tree roots have got into the pipe. The road was recently resurfaced but this will be ruined with the constant flooding around the drain.
