Loose/rattling cover/ironwork problem

email rec 20/10/2023 Lots of rain this morning.
Saw rain bubbling out of cracks in the road (where a pot hole occurred earlier this year ) and sheeting out of the road surface near Stroud Hospital.(Field Road, by the pocket park, just up from the Trinity Rooms)
Driving up the hill before Bowbridge and Lower Street.
My small wheels are noticing the road surface slightly subsiding where the pot hole (sink hole?!) has been filled in (some months ago)

Drains overflowing further down the hill...looked normal for the amount of rain.

Seeing it it coming out from under the road...looks wrong. The tarmac moves every time is rains hard in this area of road.

I saw this some weeks back when it rained heavily but it wasn't as bad.

The second photo shows the bubbling water better but blurred.
Was being soaked by passing vans not slowing down!!!

Plus a load of 1" and 2" nails had been spilled out onto the road on Lower Street. Will get my tyres checked later.
I picked them out of the road, must have been about 100 or more.
