Heras fencing causing obstruction

The building on the corner of Longmead Ave junction with Gloucester Road has heras fencing around it as construction/demolition work had been started 2022. There has been no ongoing work for months now. The fencing is some distance from the boundary of the building completely obstructing the pavement of Longmead Ave forcing people to walk into the road. The huge tarpaulin that was around the fencing has come down and now across the pavement and into the road, the site is a mess and has just been left by the owners
