Pedestrian safety concern

There is a T junction at the entrance and the foot way ends just after the T junction on both sides. We do understand that there may not be foot ways on some interior roads and some country roads. This concern is around the small stretch of the road that starts at the T junction before bifurcating further down. Everybody has to use this small stretch of the road to enter the area. However because of the cars parked at the turn of the junction and further on this small straight stretch of the road, motorists as well as pedestrians view is obstructed. They can't see the oncoming traffic and all the pedestrians are forced to walk in the middle of the road. Doesn't the pedestrians safety say, when there are no foot ways, pedestrians are supposed to walk on the right side of the road. You can clearly see the oil marks left by the parked cars all along the road . Can Hillingdon council please do something to ensure the pedestrian safety if possible. We have got all the age groups (0 - 90) living in the area. Sometimes people do like to come out of their houses to stroll just to enjoy the beautiful surroundings, visit their neighbours on foot or some people just don't have a car or we get visitors or service providers to the area who face the same unsafe road walking or crossing you know.
