Road flooding every time it rains

Sent to Norfolk County Council less than a minute later. FixMyStreet ref: 5116716.

The B1113 is the main road from our villages to Norwich and now seemingly floods with brown-coloured runoff water every time it rains even remotely hard. This then leads to dangerous driving conditions and in many instances road closures + long diversions.

Problem has been bad for awhile but has become significantly worse since the battery farm developers have decided to pave over parts of the fields and heap up large piles of dirt for water to run off.

Are the local farmers aware of their responsibility to avoid run-off too from their land? And are the council aware of the shocking drainage for standing water?
