Hedge is blocking the Light from the Street Lamp

Sent to Northamptonshire Highways less than a minute later. FixMyStreet ref: 5106918.
Last Friday at 6.30am I tripped over a Kerb and Fell less than 20 feet from a Street Lamp. It was Pitch Black as very little Light was being allowed to escape from this Street Lamp. (Please refer to 2 off Photos taken at that time). As you will see from the Photo taken later that Day the Hedge surrounds the Street Lamp on 3 Sides. I have injured both my Back and a Finger and I am considering taken action against whoever is responsible. I have already reported this to Balfour Beatty who have responded to say its nothing to do with them.

Investigation: Ongoing (Reported to a third party) - As this is private vegetation, we have sent a Standard Enforcement Letter to the occupier(s), asking them to cut this back. This could take up to a month to resolve. We will update you further.

This item still remains unresolved. It has been brought to my attention by a resident and seems to have been batted around WNC Highways and Balfour Beaty. This lamp is worse than useless. If this is an issue that needs to be tackled at a resident level, please could you advise them of what needs to be done. I will update the parish council also so that they are aware.

This hedge has been left to grow for many years. I regularly walk along here with our dog and the street lamp is badly obscured.
It's not just the street lamp that is affected. I would estimate that nearly HALF of the footway is obstructed by this evergreen hedge. It runs along the entire west boundaries of properties Nos 11 & 15.
Although not a busy through-road, pedestrian safety would be improved if the full width of the footway could be utilised.
