Wheelie bins and recycling boxes permanently on pavement causing obstruction for pedestrians and prams etc as well as unpleasant smells with potential public health issues of waste spillage.

It appears that BCC have issued wheelie bins - Due to houses being converted to flats etc there does not appear to be anywhere to store
