Easel outside Connells Estate Agents

There is an easel wipeboard outside Connells. It is blocking over half the pavement leaving only 60cm for pedestrians on a busy route. The easel is broken and has nothing linking the front & back legs so could collapse if knocked. It's legs are thin & not very noticable so a tripping hazard especially for anyone visully impared. It is hard to spot as faces the road rather than the oncoming pedestrians. The manager says the council have given permission but I cannot believe the council knew the type of easel being used (it's the sort used for presentations in offices & is not appropriate for for use ona pavement), They were unaware of the dimensions they were allowed to use. Surely the council would have specified this? I have tried to report to the council but have been unable to find a place to do this on their website.
