Abandoned truck blocking pavement

This vehicle has been abandoned and has been blocking the pavement for over 2 years! My wife has recently broken her hip and has to be assisted while walking for her rehab. I could not walk alongside her on the pavement. Mothers with buggies have to go on the road!

Rubbish is collecting under the vehicle and weeds growing too! Can it please be removed?
