Obstruction of road and pavement

A commercial vehicle (Reg No BN02HME) is continually being parked in Begbroke Crescent, Begbroke overnight and for days at a time, it is a low loader which sometimes has another vehicle loaded onto the back of it, owned by a FORMER resident of the above mentioned road who now arrives in a car which is then left parked on the pavement whilst the low loader is driven away. The commercial vehicle is parked fully obstructing the pavement and partially obstructing the road making access difficult if not impossible for emergency vehicles to gain access to this cul de sac. Some advise or action would be very much appreciated as this is becoming a constant and ongoing problem for the residents of Begbroke Crescent
