New streetlight problem

A recently installed new street light (numbered 2L27) is floodlighting both the louge and bedroom of our property. This isn't helped by the fact that the road level is higher than garden. Working odd shifts sometimes starting in the very early hours of the day 00:00-00:05 this new lighting is alreadty depriving me of sleep despite 2 layers of curtains. Please either move the light (why that location was chosen is beyond me as other lights were further up and down the street causing no problem) or fit a shroud to stop the light from being so bright lightin inside my property. It feels like we are on the center spot of a football stadium with all the floodlights on.

Secondly it is bad enough that every child from the surround street already gathers to play football,sometimes with upto 4 footballs banging off walls and cars causing tremendous noise but also the litter problem is horrific too with crisp packets,drinks cans and bottles just discarded and now multi coloured pieces of rubber from water balloons everywhere (it looks like a clown has exploded) That this lighting will encourage even more anti social behaviour so disturbing sleep even more (try having to go to bed at 16:00 and sleep with that sort of noise happening that sounds like sledge hammers pounding)
