Flooding completely blocks off road and pavement when raining - major ice hazard during winter

This issue has occurred during rainy periods. The puddles in the picture are from a day of light rain, over time the puddle blocks the entire road and majority of the pavement. When below zero, this becomes a very big slab of ice on which dozens of people slip every day. Perhaps some draining into the road could be a simple fix?
