  • I'd suggest contacting the police safer neighbourhoods team.

    If this is a one off problem, you could also contact the owner of the phone box, which is all I think the council can do.

    If it is chronic problem, the owner of the box will already know about it. (If it is chronic, the police will also know, so it will be a question of making a case for a share of limited resources.)
