Disgusting condition shops not fined for over full bims

Just off towards the under pass leading to Eastgate just behind Stapleton Road the path and pavements full off Bristol city Council wheelie bins over flowing and smelling awful . Loads of rubbish piled up along the walk through and along the cycle path. Masonry, pallets , black bags and litter. The green spaces filthy and caravans line the dead the street. Why can’t the Council sort this area out . Please can this location be cleaned up again. Thank you
