Path lifting due to roots

The path leading from the royal oak, Wellingborough up Kingsway is raising up due to tree roots. 2 Kingsway, nn8 2pa. at night it's very difficult to see as the tree is in front of the street light. my dad has tripped a few times walking up the road I believe work was done a year ago or more, but the problem is back. I couldn't find anywhere to report this. fix my street said area was not theirs. I searched but no where for pathways. kind regards
