Footath safety

Would it be possible to place a staggered barrier/railing at the end of the alleyway between The Crofts & Corn St?

For the second time this year, I nearly collided with a cyclist emerging from the alley at speed, as I exited the dental surgery next door.

There is a barrier at the other end of the alley, so installing one at this end wouldn't necessarily stop them cutting through (or hinder chair users), but it would mean they would have to come to a virtual stop & be less likely to cause injury.

As this path is so narrow and there is a proper, on-road, alternative route a few yards away, there really is no need for them to cut through here at all.
