Estate Agents' Boards Should not be here?

Surely estate agents must place their boards on the property to which the board relates? The London Borough of Richmond upon Thames surely will not have granted permission to fix boards to their street name sign? Also the owners of the land where the hedge is growing will not grant permission for boards to be placed there.
