Coloured tarmac pile - causing health issue

There is a pile of coloured tarmac at the bottom end of South View, next to a tree. It is unnecessary and is probably waste. My wife suffers from a phobia that is set off by the look of this pile. We live on South View so she sees it whenever she leaves the house. Please remove as it is causing her severe distress.
