Rubber balloons and synthetic fabrics tied to road signs and lighting towers on Kew Bridge. Distraction for motorists. Decaying fabric, synthetic materials, plastic litter pollutes the bridge and is now on footpaths, Riverside paths and in the polluted River Thames
