Flooding - repeated problem

This corner floods and doesn’t drain for about 3-5 days after it stops raining. It’s a risk for pedestrians as it’s the road crossing, and also for drivers and 2 wheels. In particular needs sorting before winter as if it freezes it would be lethal please. I’ve reported it previously and not addressed, but it is now even worse as seen in this photo, a day after rain.
