High hedge is still a dangerous blind bend

This hedge has recently been trimmed, but only the new growth, which has been a complete waste of time and resources. It's still impossible to see round the bend and due to the amount of cars/vans parked on the inside of the bend, cars are often on the wrong side of the road travelling around a totally blind bend. The hedge needs to be reduced in height by at least half its current height to enable drivers to see oncoming traffic over the top of it. I reported this last year and it was made much safer by reducing the hedge to about two feet high, however it grows quickly and has been allowed to get too high again.
