Car parked illegally on grass verge

Car parked on grass verge at 3.10pm school pick up time opposite Seaside Primary School. Please can the council alert the driver that this is illegal parking which destroys the grass verge (creating a muddy slippy mess on the footpath).

Condoning this selfish parking sets a precedent with other parents driving to collect children from the school to park here and spoil the local environment. Could the council please consider installing bollards along this stretch of grass to stop what becomes a persistent problem throughout the school year?
