Barbed Wire fence and Broken Stile on Public Footpath

At this point on Old Buckenham FP 3 there is a fence topped with barbed wire to cross. The barbs on the wire have not been covered or removed, and the stile step is half collapsed making is unusable.

In addition, the branch of the path heading east from here, which I assume is supposed to run to the south of the fence, is so badly overgrown that it is impossible to use.
