Drainage hole blocked and allowing access water to run down the drives.

My neighbour at the top of the drive has reported this problem back in Nov 2022 and more recently in August 2023. After last nights torrential rain I have had a river running down the drive which has come off the road, past our neighbours. I had an inch thick of silt at the bottom of our steps. The sump under the road drain fills quickly with silt, leaves and road stone and the drain is covered sending water etc down both my neighbour and my drive. Our neighbour regularly clears the debris off the top of the drain.

If the drain sump was emptied regularly the problem would be eased.
