Overgrown vegetation on the highway causing narrowing of road

The hedges are overgrowing into the road and narrowing the carriageway for cars on an already narrow road, with only one pavement for pedestrians. There are also weeds/ vegetation growing on the actual road because of a build up of silt / soil etc - then rubbish collects in these weeds. This also narrows the carriage way for cars on a busy road where there is parking on one side of the road. It is getting worse and needs removal
