Paddling pool needs cleaning!!

I've never seen the pool, in this park, in this state. It is unhygienic and disgusting to leave the dirt before putting the water in! It's been in this state for a few weeks already but during this heatwave the condition of the water got worse. If you know that the pool will be used more than usual, is it that complicated to send someone with a leaf blower to give it a clean in the morning?? Is it that expensive? i've lived in the area for almost a decade but I've never seen the pool this dirty. It's sad!
