Grass Cutting

I sent a copy of the following text to the District Council Grass Cutting email address and have recieved no response:
Good Morning,
I have not contacted you before now as I have been mindful that no Grass Cutting would be undertaken duing the winter months, but now that spring appears to be arriving, I wanted to drop a line.
My Postcode LN6 9TU. Adjacent to our street is an Alleyway, grassed area and bin storage. I understand the bin storage area to be the responsibility of the residents to maintain, however the alleyway and grassed area has recieved no attention from the council during the 18 months I have lived here. It is a new estate which I understand to have transfered from the Builder to the coucil control last spring. I have cut the grassed area once during the last year, but other than that no one has addressed the grass, or indeed the extensive weedsgrowing in the alleyway. The grass length is 50%of the issue, because the area is generally unkempt and unloved, litter, including bottles and beer cans, and dog mess have periodically been apparent in the whole area. Again, I have tidied much of this mess myself, but I feel that as a taxpayer I do deserve some support from the District Council in the maintenance of this area.
I have attached a map depicting the area in question, along with some Photographs taken today, 15 Mar 09. Clearly they do not display the full impact of the lack of cutting as many of the weeds have died down over winter.

Still heard nothing from the council and the litter and long grass still remain. My neighbor has also telephoned the North Kesteven District Council 'Grass telephoneline' which just rings off. She has also emailed the council but agian, no response from the council for her either. I have added a second Photo to illustrate the issues with the alleyway, this was taken at the same time as my original photo, thus the grass is noew at least 2 inches longer due to the good growing weather we have has recently.
Again, these photos do not do this issue justice, certainly bearing in mind the recent growth and the fact that I and my neighbour have often cleared up some of the rubbish.
