It is possible to obtain a licence to do this. In Brent one can find out if a licence exists online, but I don't know if you can do this for Ealing. Unless it is a controlled parking zone, there is no right to parking space, so that will probably not be a consideration.
However, I have yet to come across a case where the proper licence has actually been obtained. Most builders rely on being in and out before the council can act. Ealing require the licence to be displayed on site, so if it isn't it is probably illegal. If it is, and they are within its terms, there is probably nothing that can be done.

Typically licences will require coning off and possibly lighting. In Brent, at least, they require everything to be contained within the frontage of the property on which the work is being done.

It is a controlled parking zone ealing council DO NOT allow this And will ask for it to be removed you can licence a skip But you CAN NOT licence building materials This has happened before and ealing council will require it to be removed asap
