Multiple cars parked on pavement to avoid paid parking spaces

Multiple cars park on the pavements to avoid the newly implemented paid parking in the area. As there are no lines the council will not enforce.
They are causing an obstruction on the pavement as well as for cars who have to navigate between the cars parked on either side. And cannot see past the parked cars coming around the corner
