Hedge preventing full access to pavement

Many children who go to Merdon School use this pavement daily in school times. This hedge has been a problem for many years as it was planted too near the pavement. Now growth is forcing pedestrians to walk on the wet and often muddy grass area, placing themselves nearer to traffic which often exceeds the speed limit. The property owners have erected a fence inside their property but I believe the hedge is still their responsibility.
