Raised man hole exposed due to road surface broken

A raised manhole at the side of the road is exposed due to damage road surface by the surrounding area is in need of a repair some small potholes, a safety hazard the road floods so the damaged area is not visible if a cyclist was not careful they would have a serious injury this has been like this since the beginning of the year but no one appears to have reported it, I travel on this road daily and have to go up the side of the road, and straddle the broken road surfaces to avoid being on the wrong side of the road
