Pedestrian Underpass has an open electrical cupboard that is live and dangerous

The electrical cupboard in the underpass is open with wires exposed 400 volts and the pumps have loud alarms going off with a loud buzzing sound and alarm lights are on = Danger of electrocution - especially as there are 3 schools in the area. URGENT.
