Dangerously obstructed view of junction

I was driving down Orchard Road towards the junction with Highlands Road. There were parked vehicles on my nearside. As I approached the junction indicating right a vehicle pulled out in front of me from Highlands Road on my left hand side. I braked sharply and the other vehicle altered its course to avoid blocking the road. The driver of the other vehicle said she had not seen my vehicle before pulling out and I was on her side of the road. This is not the first time this has happened and I suspect more serious incidents have occurred here particularly as buses picking up students from Millais school use this junction. I wonder if some signage bringing people's attention to the fact that their view of Orchard Road will be obscured as they approach this junction from the Highlands Road (Millais) side?
