The same vehicle parks across the pavement every day , completely blocking the pavement.

This driver completely blocks the pavement every day meaning elderly , infirm, and people with children either have to walk into the road or walk across wet slippy uneven grassed area. He seems to think having a disabled badge entitles him to park where he wants . Despite asking him not to do this he continues to selfishly block the pavement .
