Overgrown hedge obstructing footway

Sent to Hampshire County Council less than a minute later. FixMyStreet ref: 4903468.

Private propertty at No 8 Stirling Avenue, Waterlooville: a long hedge has been allowed to grow over the public footway in Hurstville Drive and although cut back at low level does not allow pedestrians to walk upright for half the width of the footway.

Hampshire County Council has acted ultra vires and condoned the obstruction by stating no action was required even though obstruction of the footway is a criminal offence in violation of The Highways Act 1980 . The hedge should be cut back verically to the occupier's side of the marked property boundary with clearance over the footway of no less than 2.3 Metres and no overhang of the footway.
