Ongoing issues with bins parked on pavement

Sent to Glasgow City Council less than a minute later. FixMyStreet ref: 4890982.

Original large bin (always overflowing, always a flytipping magnet) replaced with TWO smaller ones. Issues just continue - overflow, block most of busy pavement near traffic lights, attract constant flytipping (which makes public access even worse).

Why are these bins even there? Totally unsuitable location.

And while I am here, that stretch of Dumbarton Rd is perma-parked on double yellow lines - this has been going on forever. Please attend and FINE ('information and education' simply does not hack it). Then repeat periodically until it stops. Thanks.
