Abandoned Vehicles making road dangerous for me

I cannot walk so I have to use an electric wheelchair, I have to go up or down Waterside Road to get to the main road. When I moved here it was a quiet scenic route and safe for me to use in my wheelchair but that has all changed. This is a narrow road and I now have a problem entering and exiting it. In the last few years the road has become more and more a dumping site for old caravans, and other vehicles, now there's even a boat left there. There are people living in these vehicles, the engines are sometimes left running with fumes being pumped out into the air. As there is nobody in the driving seat I assume the engine is running to cook or keep warm. I don't know but it's not pleasant. There is also rubbish being dumped from the caravans, making a mess in the road and I've seen what judging by the smell is urine running from under a van. I'm not sure why there are no double yellow lines. The point is to go up the road towards the main road, there is no pavement so I have to go all the way up on the wrong side of the road taking my life in my hands as not all but some drivers do not slow down, after all I suppose it's me on the wrong side of the road because of the row of parked caravans. Going down towards the caravan park entrance there is a pavement but it is not wide enough for my wheelchair so I have to do the same to avoid caravans and motor-homes, so all in all not the pleasant trip that it once was. Luckily I have not been confronted by any of the people living in the vehicles parked up but have been told some of my neighbors have, this makes me feel unsafe as I live on my own.

I used the road yesterday, I had to go in my wheelchair on the wrong side of the road and trying to dodge in between the caravans and camper van's to avoid traffic. There were people living in the vehicles. One camper van had put solar panels in the road behind his van making one more obstacle to avoid.
