Given the failure of the dumb 'smart bin' idea, any chance of some 'smart' management of the street bins?

You have the publically (free) supplied data about bins, their locations, their likely required frequency of emptying so why aren't management still not using it to intelligently and pro-actively check & empty these bins? Or are senior managers so attached to playing Whackamole from their office desks that they are purblind to anything resembling real-world efficiency?

Oh, and increase the frequency of checking / emptying hot-spot bins (eg next to busy bus stops, take-away shop etc) when the sun shines. Rocket science this ain't.
