Previous road repairs are collapsing and the road is subsiding. Covers large area and hard to miss when driving. Has been reported via council website but no action taken in 1 week

One week is fairly typical for a written response to an email submission.
You seem to imply the need for complete re-laying. That will have time scales in months, and will require closure notices in the local press. We are only just at the start of the re-laying season.
Councils get large numbers of generalised reports of roads in poor condition, but also inspect them themselves at least about every six months. You have to provide enough detail to convince them that the road really is much worse than their last inspection implied. Otherwise they will just assume you have higher expectations than the council tax can support.
