Van blocking lane access

Over the past week a van has been consistently parking in Bath Lane, causing an obstruction and preventing access down the lane and to car parks which are only accessible via the lane. The driver has been asked to move on numerous occasions and will reluctantly do so but only momentarily to allow access to car parks and then the van is left again. There are double yellow lines all the way down the lane which clearly indicate the driver should not be leaving their vehicle there.
