Hedging overgrown onto footpath all along this road

This is becoming extremely dangerous. The road is incredibly busy - roadside barriers further up. Over half the usual width of pavement is taken over by unmaintained hedging. It hasn't been cut for at least 2 years. No access now in parts for wheelchair users or buggies - on the side opposite Tesco superstore. Requires urgent attention. This is probably growing from public land and not private but there was no option to list this as overgrown vegetation from public land.
