Permanent water leak through road surface

Sent to Norfolk County Council and South Norfolk District Council less than a minute later. FixMyStreet ref: 4829063.

This leak through the road surface has been leaking for years winter and summer and causes road surface damage and potholes as the one also reported here. Been patched several times but the leak or spring has never been plugged.
