Inconsiderate parking outside the supermarket

Always idiots parking here and its difficult to get in/out of lime grove/cedar grove. There were cones there to stop people from parking a couple of days ago as there was roadworks going on opposite - people just moved the cones onto the pavement and parked there anyway. These inconsiderate people are going to cause an accident - pulling out without looking, doing 3 point turns outside the shop, parking on corners. Can bollards or something be put outside the shop or something else to deter them?
