Illegal public parking bay appropriated by council

Sent to Hull City Council less than a minute later. FixMyStreet ref: 4800812.

Council describes Middleton Street as a Public Highway when it is a residential cul-de-sac with no adjoining streets. Even if it were a public hiighway it would not be legal. The Traffic Management Act 2004 stipulates that ALL public parking bays must have at least 2 car widths ( a grass or paved strip) between pavement and bay from the edge of a residence. In our terrace (numbers 1 to 15) the illegally appropriated bay is a mere 10 feet from our front doors. HCC has charged us for compulsory parking permits, even blue badge holders, and failure to display an up to date permit has resulted in the issue of illegal PCN 'tickets ' with accompanying demands for fines. Our residential bay has become a toxic dispenser of exhaust fumes day and night along with continual noise:engines doorslamming flashing lights. Disabled residents who live on the ground floor suffer this by their bedrooms. Resident children and disabled residents are subjected health damaging breathing problems. This bay is a statutory nuisance.It has been here for over ten years..I only realised the illegality when at the library for an "interim" permit ..and this led to my research of the law. I have been complaining about this to HCC for years..to councillors and an MP. But no one told me anything factual...I was beginning to lose hope.
