Bagged up litter waste

Sent to Newport Council less than a minute later. FixMyStreet ref: 4794004.

2 council litter bags that were left by the council workers at the end of Ruperra St by Dock st end have been added too with a black bag of house hold waste, the seagulls have started to rip these bag’s open and rubbish is now spilling out, the council guys should of removed these bags as soon as their litter pick was done..!!!!
